Getting PublicationContractManager::ProcessError/RetryResponse(): 'Integration Gateway - External Sy

I am trying to seup and configure PeopleSoft Taleo Integration in our Demo environment.

I have configured all the IB as documented by peoplesoft i.e. Routings, service Operations and verified it again.

In Routing connector properties, I have specified WSDL and base64 authentication. However when the Outbound Asynchronous Service is invoked I am getting below error:

PublicationContractManager::ProcessError/RetryResponse(): 'Integration Gateway - External System Contact Error (158,10721)'. Integration Gateway was not able to contact the external system.  The network location specified may be incorrect, or the site is permanently or temporarily down.

Any clues? Thanks in Advance!
