8.54 App Designer, new definition, "page (fluid)" not listed

Hi,

I'm trying to create a new fluid page defn in an 8.54.05 sandbox db instance, following along with the instructions in the 8.54 PeopleBooks' "Fluid user interface Developer's guide".

When I access the "new definition" selection popup, there is no listing for definition type = "Page (fluid)" as shown in the screen shot in PeopleBooks.

I have confirmed I have full access to all definition types via the PPL on my OprID.  I even granted full access to the PeopleTools objects (vs. display only) to see if that would help, but it doesn't.  Cleared app designer cache before testing each change. Checked tools permissions for the perm list we use for developers in this db instance, and didn't see anything amiss (nor did I find any new 8.54 options that looked like they might be relevant).
