User Workstation AppDesigner PT8.54.07 (WIN/MSSQL)

I have two users that require local AppDesigner access for PT8.54.07 on WIN using MSSQL. I'm trying to figure out exactly what is needed in order to do so. I cannot find any concrete directions in the documentation.

I've tried copying PS_HOME from the application server but I had no luck. I'm getting an invalid signon error.
