Sibling Records

I'm having trouble with a sibling record to an effective dated table.  My primary record has three keys, setid, cust_id & effdt.  My sibling record has the same three keys.

I've added the new record to a new page and put it at level 2.  Level 0 & 1 (on my new page) are set up the same as the delivered page with level 0 having the setid & cust_id, level 1 has the effdt.

When I create a new customer, the data is not inserted into my custom sibling record.

Can anyone offer any suggestions?
