Oracle Access Manager console access denied: Access to administration console is restricted.

I am trying to install Oracle Identity Management components as part of Fusion Applications installation. During the IDM post-provisioning tasks, I am unable to login to the Oracle Access Manager console due to the following error.

Access Denied

Access to administration console is restricted.
I tried to implement the workaround suggested by Oracle in the document Error 'Access Denied. Access To The Administration Console Is Restricted' Is Generated. (Doc ID 1241344.1). However, I am unable to run the command: editUserIdentityStore(name="UserIdentityStore1", isPrimary="True") in WLST due to the below error.

wls:/IDMDomain/serverConfig> editUserIdentityStore(name="UserIdentityStore1", is

Primary="True")
