use of diffs on items and PO.

I am learning oracle retail and require some information.. when we create level 1 item we can apply 4 diffs to create level 2 items. But when we create PO or diff range only 3 diffs can be used and not 4. any logic behind such functionality and how to use the 4th diff effectively on PO
