Cumulative TDS threshold type not working as it is expected to

Hi All,

        I have created a TDS threshold with type as cumulative. As per the implementation guide it should deduct TDS only after it reaches the limit given in the setup. But in my case it is getting deducted even if the threshold limit is not reached. Can someone please throw a light on what could be the possible reason.
