PUM / Change control

I was applying an update for a specific bug #.  When I went to test, I found the code was still throwing an error I was trying to fix.  So I went and completed some compare reports and the code had not been updated with Change Assistant.  I had some locks, so I went on and unlocked them and re-applied the change package.

Question - does Change Assistant and PUM not move code to target database if Change Control Locks are held?
