UMX User Management Registration Process

I am creating custom program to make responsibilities available via "Access Requests" to all users

I can load tables UMX_REG_SERVICES_B & UMX_REG_SERVICES_TL

It seems we also need to make responsibility available to "All Users" or "Users in a selected Group"

Can anyone tell me the tables involved for making available to "All Users" - or an API that will make responsibilities available for selection?
