No element types in Define Headers and Footers in 8.54.07

We are in the process of upgrading to PeopleTools 8.54.07. We have one environment with 8.54.02 and one with 8.54.07. The 8.54.02 version shows us a tree structure under each element in define headers and footer, but in the 8.54.07 version there is nothing. I have a SR open on this, but I have to try to get this solved today, so I am broadening my reach.

I discovered that there were rows missing in the PSMSGCATDEFN in our 8.54.07 version and I am suspecting that we may have the same issue with other tables. Can someone tell me what tables the elements in Define Headers and Footers are stored in?
