Getting "Access Denied" when trying to access weblogic console

Receiving this error when trying to connect to weblogic console.  

I believe this server is set up the same as other servers on this VLAN that permit me to connect to the console.

Any insight?  Very much a novice in PeopleSoft Weblogic Web Servers.

The following error was encountered while trying to retrieve the URL: http://content.block.local/hq/2/tcp_error?

Access Denied.

Access control configuration prevents your request from being allowed at this time. Please contact your service provider if you feel this is incorrect.
