Packet drops due to ARP

I'm checking some logs and I get this output very frequently:

 

Dec 10 18:50:32.980 [NPSOFT] [MINOR] 13562 Packet drops due to ARP miss on slot 1 port 1, addr <ip_address>
Dec 10 18:50:32.985 [NPSOFT] [MINOR] 184 Packet drops due to ARP miss on slot 1 port 2, addr <ip_address>
Dec 10 18:52:32.999 [NPSOFT] [MINOR] 22 Packet drops due to ARP miss on slot 0 port 1, addr <ip_address>
Dec 10 18:52:33.006 [NPSOFT] [MINOR] 14931 Packet drops due to ARP miss on slot 1 port 1, addr <ip_address>

 

 

The <ip_address> are IPs configured in the sbc (steering-pools etc etc).

 

Is the sbc failing to match the arp entry for the IPs?, or what should I suppose from this output??
