max-register-forward throttling

We have some throttling set up on our SBCs, but would like to know if this is ever actually invoked.  I'm not sure if a trap is sent when the throttling occurs or if just a log message is written, but would like to know how to find out if we ever reached our throttling points to see if they need adjusted.  We are using 

max-register-forward

max-register-refresh=1000
