Can't login to the SD 3820

Has anyone met this message on the console screan?

*** System is NOT in FIPS 140-2 level-2 compatible mode.
*** FIPS: Error - Software Image integrity check failed
*************************************************************

 

I installed a new license on a 3820, which enabled the admin security too, then I rebooted the system. After this it asked me to change the password. I did. But it never again let me in with the new password and shows me the error message above.

No ssh or sftp access is possible on wanco0, only console, but with this issue and the error message. I can ping wancom0.

In VxWorks I set the bootparam  to boot up the SD from an image on an ftp server. The issue remained there.
