NNC Version 7,3 not listening on port 162 after new install

Hi,

 

After new installation of NNC 7.3 a netstat -na | grep 162 does not show the server as listening on port 162,  Has anyone seen this?  I tried shutting down the app and bringing it back up.  It is on a VM with RHEL 6.4 which should be compatible with the NNC app version 7.3     We also tried rebooting the VM and restarting the NNC service.
