Query regarding HDR

in Acme Packet (MOSC) Question

Hello Team,
In HDR file, we found CPU Utilization in System file and Load Rate in SIP status file

 we observed CPU utilization is 13 and load rate is 5.

We need your expertise to understand those parameter.
