Remove Initial 3 digits and add 0 to the number string

How can I remove initial three digits from "to URI" and then add zero in resulting to "URI". I am using acmepacket Net-Net 2600 (version 3.6) and I have option to strip off digits using normalization under other properties in Dial plan not sure how to remove +81 (Japan Country Code ) from "to uri" phone number string and replkace with zero.
