Switchover

We had someone turning up a new carrier. They programmed the network interface with a health score that would cause a switchover.  Well the carrier had not turned there end up yet and was causing a switchover.  When the standby turned active, of course the carrier still didn't have there end up and it caused another switchover.  The two boxes went back and forth for a long time.  Thankfully they are in a staging enviroment.  Is there something that would prevent them from doing so many switchovers?
