HA and SD health score

On one of our NETNET 4500 HA pair,  a network interface GW was unreachable.  The same problem was present on both SDs so the health score of the 2 SDs (active / standby) decreased to the same value (66 -higher than the emergency-threshold) .  We saw that an automatic fail-over occurs.  Why does the active SD fail-over to the standby SD whith the same low health score ?  
It was then not possible to force a swap back (via notify berpd force).  Why does the active SD refuse a manual swap to a SD with the same health score ?
