Invite without Registration

Hi,

In a standard access environment with one access realm and one core realm will the SD route an Invite to the core side without an active registration on the access side?

My local policy is designed to allow all traffic in on the access side and across the SD to the core realm where access is granted (or not) based on the domain presented in the Register/Invite.
