Fan speed of 4500 constantly on 100%

Dear Commnunity,

at the moment I have come across something that I find rather strange.

Have not been able to see this behaviour writtin anywhere in docs and here in the community.

We just received a couple of new 4500 with transcoding NIUs, and when these are turned on,

during the bootup process the fan speeds ramp up to 100% but then after bootup is finished

and I am able to login, they still keep on 100% and pretty noisy. I am able to see this on the front panel.

Now when I remove the transcoding NIU and put in a normal NIU, during boot the Fan speed rampup again to 100%
