show sipd agents_when current window becomes the previous

Could you please help.
I have question about time when current window  becomes the previous.
I have
Sustained-rate-window= Previous window  = Current window =1800
So, sliding window=3600

In my SBC SD current window  becomes the previous at HH:13:00 and HH:43:00
-----Previous window
SBC101_SD2> show sipd agents
16:43:15-3599 (recent)
SBC101_SD2> show sipd agents
-----current window
16:43:16-1800 (recent)
SBC101_SD2> show sipd agents
16:43:17-1801 (recent)

 

Is it possible to make current window  becomes the previous at HH:00:00 and at HH:33:00 (from even hour and a half past even hour)?
