NN4500: 510 error on H.248 interface

Hello,

While we are testing with BG, our SC occasionally gets e510 error (insufficient resource) to Modfy request. "Net-Net Border Gateway Essentials Guide" says BG returns 510 error on CPU overload condition, but it happens while call rate is small and concurrent active sessions are small as well.　Is there any other resources that BGF would return 510 error when the resource becomes insufficient?

We want to analize our environment with this information.
