Any way to clean up garbage Used steering ports?

Hello,

Is there any method to clean up floated used steering ports which are no longer engaged with sessions.
We are using H.248 interface and the below is our mbcd stats.
The number of "Used" is 8634 but "Flows" is 0, that means 8634 ports are no longer used actually.
We got into this status when our BGC sent Megaco requests more than the number of session license. We think BGF rejects Megaco request when licensed session exceeds and Subtract request from BGC were not processed.
