Password of Last Resort

Working on my Net-Net 3820, I have configured TACACS and AAA and they work well.  How, though, do I configure a Password of Last Request (POLR) in the event TACACS/AAA is not available, but I need access to the device(s)?  I have an application that regulates these POLRs on all of my devices, and I'd like to add my SBCs to that application.
