One-way RTP after upgrade from 6.0 to 6.1

I'm struggling with a one-way audio problem (not sending the SBC towards HNT client flow) after an upgrade from 6.0 to 6.1m8p1. No config changes, just a straight in-place upgrade. All the debug logs show the signalling is setting up the endpoints correctly.
We see 2-way audio from the soft-switch to the SBC...but it's not getting relayed back to the client.

Looking for any thoughts.

There are "extensive" ACLs on the box....but they shouldn't really change from 6.0 to 6.1.
Same with any DOS protection.
Codec policies...same.

At a loss.

 

 

 

As suggested elsewhere....we've modified the steering pools after the upgrade to "kickstart" something but that didn't help.
