Facing problem in defining Restriction in Rules in ReSA

Hi,

I want to define a rule where tender price  should be 10% less than the unit price (or selling price) means everybody should get 10% discount on every item on that day.

But I am unable to implement this scenario in the application  through Restriction page.

There is something named  "WITHIN TOLERANCE " and "NOT WITHIN TOLERANCE" which enable the percentage box but I don't know what it meant,

Kindly help me in this issue.
