Deals application on RE-OPENED orders

Hello,

My client is reporting that deal is not getting applied on orders that have been closed and re-opened.

Scenario:

Version RMS 13

1. find PO that has been closed and reopened
2. add an item
3. click apply deals
4. check the box
5. click ok
6. nothing happens, we expected the deal to apply on the item.


Is this working per the functionality. If so, why does RMS form allow the user to apply deals. why is that option not greyed out when order is reopened.
