How to post overdue charges only when the calculated charges per item are above a certain amount?

In the Netherlands our company is obliged (by law) to only charge overdue interest charges when the calculated charge is at least € 20.

The overdue charge process in PeopleSoft 9.1 creates charges for all item amounts, but I don't see how I can configure the OC-ID to only post charges when the calculated amount is at least € 20.

Are there any MOSC-users who have experience with this problem and who can possibly provide me with solutions?
