Is it possible to set security so that a user can open/close periods for only a specific module, for

In our organization, the ability to Open/close accounting periods is assigned to the manager of that business area. As an example, the Accounts Payable Manager will set the open periods for AP. However without using the lag days under the GL Business Units, we would like to give the accounts payable manager the access only for the AP Module. Is this possible? Or by providing security access to the open/close update page does this open up access to all modules?
