11i - Error when viewing notifications on workflow status monitor for a given requisition

-Hello, We are facing following error when cliecing "View Notification" link  for a given PR on workflow status monitor page.

"**You have insufficient privileges for the current operation. Please contact your System Administrator."

We rolled out folloiwng action plan but no luck.  Issue still persists.   Please advise.

Action Plan 1:

In the responsibility that uses to view notification, Ensure the four main submenus that need to be added to the custom Manager Self Service menu:

My Employee Information Functions Menu

HR Manager Self Service Pages

Personal Actions Menu

Manager Actions Menu

Please also ensure the system profiles 'HR: Manager Actions Menu' and 'HR: Personal Actions Menu' are set.
