Getting error while opening the India localization forms "Functional not available to this responsib

HI,

We are in process of upgrading from 11.5.10.2 to r12.2.4.

While accessing the forms from Old 11i responsibility in r12 instance, i am getting the error while opening India Localization forms.

"Functional not available to this responsibility.Change responsibilities or Contact your system administrator."

I have checked the Menu and submenu's attached to the responsibility. and compared it both in 11i and r12.

For India Localization , Menu's name changed from 11i to r12 , After migration in r12 instance both Menu's appearing of 11i and r12 , and when i try to attach the r12 menu to my responsibility it is showing the above error.
