COBOL SQL Error out with Zero byte log

We're upgrading FSCM from 9.1 to 9.2 (PT 8.53). In our User Testing environment (Windows 2012 R2 64) we're not able to run any COBOL SQL process (PTPDBTST. etc), it error out and produced a log file that 0 byte, even with COBOL trace on.

We have installed MF NetExpress 5.1 Wrap Pack 6, and compiled all required COBOL files (using cblmake *) with no issue.  Desperately need some help...
