How to create a New portal?

Hi Experts,

   Does anyone help me how to create new portal , i am planning to setup a new portal called EXTERNAL and i want Deploy Employee self service Module in External portal. So that user can see only ESS module when they access through this portal

Also do i need to create new domain for this?

Please help me on this. My ultimate aim is to use different url so that if user logs in  EXTERNAL portal then thy will be able to see only ESS Module. If it is EMPLOYEE portal then they can see all the modules.
