PeopleTools 8.54.07 PSPBARUN cobol error running Open Enrollment

We are upgrading to PeopleTools 8.54.07. Testing Open Enrollment running PSPBARUN cobol we get error: Found an Oracle doc id that says its a cobol "bulk insert" issue. I don't see any parameter for bulk insert when running that process. Has anyone faced this problem? Same document says we must upgrade to Tools 8.54.09 to fix this. Anybody know of a fix other than upgrading tools? Been upgrading since January and don't want to start over.
