Installation Help for Crystal 2008, Tools 8.54, Win 7x64, MSSQLServer

I have successfully installed a developer workstation with Crystal 2008 SP3, Tools 8.53, Win 7x64, and MSSQLServer 2012 Client.

However,

For our upgrade to 9.2, I'm trying to change the Toolset to 8.54.  I cannot seem to find the magic to get Crystal 2008 SP3 to connect with a Tools 8.54 database. 

I have tried as many of the steps in the document E-CR: How to Install and Configure Crystal Runtime And Other Components for PeopleTools 8.53+? (Doc ID 1540788.1) that seem to apply to a development workstation as opposed to a Process Scheduler server.

When i run either:

%tools%\bin\client\winx86\psodbccrinst32.exe

or

%tools%\bin\client\winx86\psodbccrinst64.exe
