FIN 9.2 upgrade - on-line budget check 'not authorized to access component'

we are upgrading from FIN 9.0 to 9.2. the purchasing department user was budget checking an online PO in FSUPG1 and it worked fine. when she tried the same thing in FSUPG2, the next move to production, she gets an error message: 'You are not authorized to access this component (40, 20)'

Has anyone else run into this? I looked at her permissions and roles and they are the same in both environments.

funny thing, the button just kicks off a batch process, doesn't bring us to another component, so I don't know why it is giving this message.
