9.2: Tools 8.53.12: DYNROLE_PUBL

In 9.2 DEMO, whenever we save a role that does not have any dynamic query/peoplecode associated with it, DYNROLE_PUBL gets executed. Is this feature new in 9.2? Our understanding is that this should not happen. Please advise
