I would like to create a self-service page similar to the 9.2 Request Reporting Change.

With this new page, people with a special role can also change supervisors for others. Also, this page needs to also update a new field related to the supervisor. And the DB update needs to occur with out approval.

Can anyone give me some suggestions?
