HCM9.0 to HCM 9.2 - specifically, Global Payroll (AUS) - repeated steps in MTP?

I'm performing the MTP as recommended, but wondering why the following steps are both performed...

...

>Applying Application Changes

- >Upgrading Global Payroll Country Extensions

- - >Applying the Final Rule Package

...

> Completing Database Changes

- >Upgrading Global Payroll Country Extensions Manually

- - >Applying the Final Rule Package Manually

They both appear to be the application of rule package GPCERUL, exported from (Source) in the preceding steps.  I cannot see where the rule package is modified between the two steps.  If the second step is manually repeating the first step, why do we need to run them both (and which is the correct step to perform)?
