Unlocked user with no roles in Peoplesoft system.

Is there a security risk of moving thousands of user from a CS environment to a Financials environment even thought the account do not have Financials roles?  These account are not locked.

The object is to have changes or new accounts managed in the CS environment and then synced to the Financials  and HCM environments.
