Importing Vendor certificates into Oracle Wallet

I have a 3-certificate chain of certificates (each in PEM format) from a vendor that we have set up as an XML Gateway trading partner.  I need to add these to the Oracle Wallet using orapki.  I have 2 main questions:

1) Does it matter in what order they are imported?

2) Would all 3 be imported as trusted certs (as opposed to user certs)?  I have the commands for both, but I'm unsure of which to use.
