Using PeopleSoft Upgrade Manager is Tax Update 15-B for HCM 9.2 only available in Image 12?

We are just upgrading to HCM 9.2 - Image 11 Tools 8.54.07. Go live is this weekend. We applied Tax Update 15-A in our 9.1 environment and now want to download 15-B. I cant find any reference to tax update 15-B and Image 11.Do we have to apply Image 12 to get the tax update? Can we just pull the tax update by itself from image 12?
