What determines when processes perform budget check?

Our organization does not use commitment control anymore, but while working on our 9.2 upgrade noticed that app engine (GL_JP) is attempting to perform committment control in App Engine GL_JP. The question I have is does this program unconditionally perform Committment Control Budget Processing based on a flag or does it just do it regardless?
