Service Tax portion in credit Memo is hitting recoverable account

Hi,

Service tax portion of credit memo is hitting recoverable account. This is understood as intended functionality.

However even if credit memo has some positive lines, it hits recoverable account and not liability account. In final calculation it doesn't include net effect. Any idea why?
