create a voucher - three way matching - amount only - allocate by percent

We are upgrading from FIN 9.0 to FIN 9.2. we have an amount-only PO with 2 distribution lines distributed by percent :

-- line 1 for 60% = $9.00

-- line 2 for 40% = $6.00

we get a receipt for $5.00,.

when we create a voucher, we select PO Receipt; copy from PO. we expect 2 PO dist lines to be pulled in

-- line 1  60% --- all $5.00 applied to this line

-- line 2 40% -- 0 amount

then we would press ALLOCATE BY PERCENT to apply the $5 to each line (line 1 would be $3.00, line 2 would be $2.00)

---- what is happening is because the receipt is less than the amount on line 1, it is only pulling in PO dist line 1 and not allowing us to re-allocate by percent.
