How do we upgrade from HCM 9.2 Image 9 to Image 12

We are in the process of upgrading from HCM 9.1 to 9.2. We would like to upgrade to 9.2 image 12 so that production environment and upgraded release will be in sync in terms of Tax updates. We are advised by oracle to upgrade to HCM 9.2 Image 9 and then to image 12. What is the process of upgrading from image 9 to 12
