File Layout preview problem

I have a file layout with two record Ids, a parent record and a child record. I have the parent file record id as 10 and the child file record id as 20.  When I preview the file layout, I can see the data for the child record, but can't see the data for the parent record.

I have double checked the data in the csv file and can't find the problem. 

Does anyone have any suggestions on where to look?
