BI Publisher Logo and Signature Pixels very Blurred

I saw in a document which I can't locate again about Pixel issues being resolved in PUM12.  I have searched PUM 12 and see no reference to this.

Does anyone have any information on how to resolve the blurred logo and signature.  The issue is when we print direct to printer from a paycycle.  If the report goes to PDF then to printer the log is correct.
