PeopleTools bug - CreateCacheDir locking error - Workaround?

We are on PeopleTools 8.53.04 | FSCM 9.1 | SQL Server 2012

Full name of bug is: CMgrCntrlImp::CreateCacheDir error locking cache dir

Our Production app server is crashing consistently and appears to be caused by the above known bug and is related to the PSAPPSRV recycle count. It apparently is fixed in PT 8.53.19, however we are unable to apply 15 patches at this time to a live Production system. The bug only manifests itself in our Production system.

We have been changing the PSAPPSRV recycle count from 5000 to 10000 and now it is 15000. Does anyone have any insight into this bug and know of a workaround on a Windows Server 2008 system?
